Coal, petroleum, power, and new and renewable energy each have their own ministry, and nuclear sits outside that structure with the Department of Atomic Energy. All five feed one grid, which takes solar at noon, hydro at the evening peak, nuclear for baseload, coal increasingly for flexibility, and gas turbines, batteries and pumped storage for balancing. An opinion piece argued that the five should be folded into one Ministry of Energy, since each optimises a fuel while nobody optimises the system.

  • It would keep specialised departments for each fuel, but set strategy from one place.
  • Integrated planning would then run across generation, fuel supply, transmission, storage and demand.
