Prelims and Mains

The Quadrilateral Security Dialogue (Quad) brings together Australia, India, Japan and the United States.

  • It began as a tsunami relief core group in 2004, was revived in 2017, and has held leaders' summits since 2021.
  • It has no secretariat or treaty; it works through practical initiatives such as the Indo Pacific Partnership for Maritime Domain Awareness, a critical minerals initiative and health and disaster response cooperation.
  • It describes itself as supporting a free, open and inclusive Indo Pacific and the centrality of the Association of Southeast Asian Nations (ASEAN), which lets it avoid naming China.

    • Quad foreign ministers met in Manila on the sidelines of ASEAN meetings, the second Quad ministerial of the year.
    • A joint press release on cooperation with ASEAN backed ASEAN unity and centrality and the ASEAN Outlook on the Indo Pacific.
    • It named maritime and transnational security, economic prosperity, critical and emerging technologies and humanitarian response as priorities.

    Mains: By working through ASEAN's own outlook, the Quad answers the charge that it is a security bloc aimed at one country.

  2. 25 Sep 2026Briefnewly addedJapan's Defence Ministry hosted a Quad tabletop exercise in Tokyo on disaster response, to draft operating procedures for the Indo Pacific Logistics Network. The Indian Coast Guard ship Shaunak sailed from Chennai with sea riders from the four countries, starting the Quad-at-Sea Ship Observer Mission announced in New Delhi on 26 May.
