The 2014 cutoff is not comparable with the figures from 2015 onwards. Until 2014 the qualifying mark was an aggregate of both papers, with the CSAT paper counted towards it. From 2015 Paper II is qualifying only and the cutoff is calculated on General Studies Paper I alone, so the two are different measurements and cannot be read as a series.

Recognising it settles the question outright, because (b) is the only option that omits statement 3 while retaining the others; (a), (c) and (d) all contain it.
