Consider the following statements:
- 1.Recently, all the countries of the United Nations have adopted the first-ever compact for international migration, the 'Global Compact for Safe, Orderly and Regular Migration (GCM)'.
- 2.The objectives and commitments stated in the GCM are binding on the UN member countries.
- 3.The GCM addresses internal migration or internally displaced people also in its objectives and commitments.
How many of the above statements are correct?
- (a)Only one
- (b)Only two
- (c)All three
- (d)None
Show answer and explanationHide answer and explanation
- Statement 1 is incorrect because of the word all. The Global Compact for Safe, Orderly and Regular Migration was adopted in Marrakesh in 2018 and endorsed by the General Assembly, but the United States withdrew from the process, and several States voted against or abstained, among them Hungary, Poland, the Czech Republic, Israel and Australia.
- Statement 2 is incorrect. The Compact is expressly non legally binding, resting on cooperation and a common understanding while reaffirming State sovereignty over migration policy, and this was the central point of contention for the States that declined it.
- Statement 3 is incorrect. The Compact deals with international migration. Internally displaced persons are addressed through the Guiding Principles on Internal Displacement and related frameworks, not through the GCM. None stands, giving (d).
