Indian diaspora has an important role to play in South-East Asian countries' economy and society. Appraise the role of Indian diaspora in South-East Asia in this context.

    Show the model answer

Nearly three million people of Indian origin live in Malaysia and about a tenth of Singapore's citizens are ethnically Indian. Their role is real, though it varies sharply between the two ends of the region.

    Economic role

Business and capital: Indian origin families run plantation, retail and finance businesses in the region, and Singapore is among the largest sources of investment into India.

Skills and services: Professionals in finance, medicine and technology anchor Singapore's services economy, and Indian firms use it as a base for the region.

Bridge for trade: Diaspora networks ease business with ASEAN, whose trade with India is now around $120 billion a year.

Labour and remittances: Workers of Indian origin in construction and plantations send money home and support families in Tamil Nadu and Andhra Pradesh.

    Social and political role

Culture as influence: Temples, Tamil schools, Deepavali as a public holiday and Buddhist links give India a soft presence that predates the state.

Political voice: Tharman Shanmugaratnam became President of Singapore in 2023, and the Malaysian Indian Congress has long been part of ruling coalitions.

Education and reform: Diaspora bodies run schools and welfare funds, which help poorer Tamil families left behind by the plantation economy.

    The limits

Unequal fortunes: Plantation descendants in Malaysia face lower incomes and education levels, and affirmative action there favours the Bumiputera.

Distance from India: Many families have lived abroad for generations, so their loyalties are local and they cannot be treated as an arm of Indian policy.

The diaspora is an asset of goodwill, not an instrument. India gains most when it invests in their welfare and culture, and lets the economic bridge follow.

    Decode

Appraise means judge, so the answer must weigh the role rather than only praise it. Economy and society are both named.

    Implicit demand

South East Asia is not one story. The contrast between prosperous Singapore and the plantation descendants of Malaysia is what an appraisal should bring out.

    Architecture

A hook with numbers → economic role → social and political role → limits → verdict on how India should treat the diaspora.

    Articulation

Anchor: three million in Malaysia, a tenth of Singapore's citizens, ASEAN trade near $120 billion, Tharman Shanmugaratnam, the Malaysian Indian Congress. Money line: the diaspora is an asset of goodwill, not an instrument.

    Who they are

Indian communities reached South East Asia through ancient trade and later through colonial labour migration to rubber estates and railways.

Malaysia has about 2.7 to 3 million people of Indian origin, mostly Tamil, forming about seven per cent of the population.

Singapore's Indian community forms about nine per cent of citizens, with Tamil as one of four official languages.

Myanmar had a large Indian population until the expulsions and nationalisation of the 1960s, which still shapes memory there.

Smaller communities live in Thailand, Indonesia, the Philippines and Vietnam, often in trade and textiles.

    Policy links

The Act East Policy of 2014 treats the diaspora as a bridge for economic and cultural ties.

Pravasi Bharatiya Divas and the Overseas Citizen of India card keep formal links alive.

Remittances to India crossed $130 billion in recent years, though the Gulf and the United States contribute far more than South East Asia.

The India Singapore Ministerial Roundtable covers semiconductors, skills and digital payments, and UPI is linked with Singapore's PayNow.

Nalanda University and Buddhist circuit diplomacy use shared heritage with the region.

    Problems and cautions

Statelessness and documentation problems affected many Tamil families in Malaysia for decades.

Affirmative action for the Bumiputera limits access to universities and public jobs for Indian origin citizens in Malaysia.

Low wage migrant workers from India in the region face recruitment debt and weak labour protection.

Host governments watch for any sign that a diaspora is used for another state's purposes, so India keeps its engagement cultural and economic.

Political change in host countries, as in Myanmar, can leave diaspora communities exposed.
